Domestic BER
What is a BER?
A Building Energy Rating is an energy label similar to an appliance label, on a scale of A to G. A-rated homes are the most efficient and G-rated the least.
A seller or landlord must provide a BER to prospective buyers or tenants when a home is constructed, sold or rented: new homes where planning was applied for on or after 1 January 2007, and all homes for sale or rent on or after 1 January 2009. Some buildings are exempt, e.g. protected structures and certain temporary buildings (S.I. No. 666 of 2006).
A survey of the home records dimensions, construction, insulation, windows and doors, ventilation, lighting and heating. It usually takes one to two hours. The data is entered into the SEAI’s DEAP software to produce the BER certificate and advisory report, published on the national register.
Up to 10 years, provided there is no material change to the dwelling that could affect its energy performance. A provisional BER is valid for a maximum of 2 years.
The Building Regulations require new dwellings to meet the Nearly Zero Energy Building (NZEB) standard of Part L. We provide design-stage DEAP assessments and specifications from your construction drawings so the house is compliant with Part L of the Technical Guidance Documents before you build.

Non-domestic & DEC
Commercial buildings
Commercial / Non-Domestic BERs
Required for factories, warehouses, offices, shops and other non-domestic buildings. Prices start at €500 including VAT and the €60 SEAI publishing fee.
Display Energy Certificates (DEC)
An operational rating based on a building’s actual energy use over a year — electricity, fuel and district heating or cooling — from meter readings or bills. DECs are renewed annually, with benchmark adjustments for mixed use, local climate, extended operating hours or process loads.
Letters of Exemption
Some buildings are exempt, including stand-alone buildings under 50m², temporary buildings, and low-energy-demand industrial or agricultural buildings (installed heating under 10W/m²). A letter confirming exemption can be provided after inspection.
Grants & retrofit
Heat pumps & upgrades
The SEAI provides grants for insulation and heating upgrades. We provide the BER and technical reports your application needs.
Heat Pump Technical Assessments
Heat loss assessment confirming whether a property is suitable for a heat pump grant.
Schedules of Upgrade Measures
A prioritised list of works to bring an existing home or non-domestic building up to a target rating, including deep retrofit specifications.
Post-Works BERs
The BER required after upgrade works are complete to support your grant claim.
FAQ
BER questions
Do I need a BER certificate to sell or rent my property?
Yes. A valid BER certificate is a legal requirement before a property is advertised for sale or letting in Ireland. It is also required for most SEAI grant applications and for heat pump technical assessments.
How much does a BER cost?
A domestic BER starts at €160 for a one-bedroom dwelling or apartment, and a non-domestic BER from €500. Prices include VAT at 23% and the SEAI publishing fee. Contact us with the address, number of bedrooms and heating type for an exact price.
How long does the BER survey take?
Usually one to two hours on site, depending on the size and complexity of the home. The certificate is then published to the SEAI national register.
What information do you need for a quote?
The property address, number of bedrooms, year of construction, the type of heating system (oil, gas, electric, air or ground source heat pump), whether solar PV panels are installed, and whether the BER is for a grant application.
How long is a BER valid for?
Up to 10 years, provided there is no material change that could affect the dwelling’s energy performance. A provisional BER is valid for a maximum of 2 years.
